Is there any instrument to draw ellipse instantaneously like a compass to draw curves or circles?
If major axis and minor axis are given,then with this instrument the ellipse can be drawn.I have designed an instrument where to apply for royalty?Is there any International organization?

We already have one…
It is better known as trammel ellipse drawing mechanism. It is one of the inversions of double slider mechanism.
Two perpendicular slots permit two prismatic sliders with a connecting link to oscillate between vertical and horizontal positions though a turning crank in the back.
It is well known that an extension of the connecting rod will trace an exact ellipse. One can also show that the midpoint of the connecting rod generates an exact circle.

An ellipse can be drawn with 2 pins a piece of string and a pen, i don’t know about any marketed versions on an (non electronic) ellipse drawer.
However if your design is unique, you don’t apply for royalties immediately you apply for a patent (separate in each country you want to sell it.) After that you go to either, companies who will sell it, or distributors who will sell it to those people, costing you more but requiring less effort.

A wheel with gear teeth on the outside, which is inside another gear, with teeth on the inside, and a hole in the inside gear ,will make a specific pattern if one place the outside gear on a piece of paper
with the other gear on the inside, and a pen trough the hole. If the sizes of the gears are correct and the hole is located at the correct place you will obtain an ellipse.
