Can someone explain 91.213 & 91.205 to me in english?

How do we operate with inoperative equipment/instrument,what is a special flight permit and where do we obtain one

   Exactly what are these 91.205 and 91.213? Are they books with reference numbers, what? You can usually get a special flight permit with the local base operations from where you depart from.
